Tianjin Municipal Government set up a special fund of RMB 200 million in order to attract leading talents to Bio-medical Industrialization Pilot Area of Beijing-Tianjin-Hebei. An incentive package for qualified talent includes RMB 2 million business start-up fund, RMB 1 million rellocation allowance and other venture capital support as necessary.

Tianjin Municipal Science and Technology Commission (TSTC) set up a special fund offering domestic and oversea talents start-up fund range from RMB 500,000 to 1 million for coming to Tianjin Binhai New Area to establish business in the field of biomedicine.

Once collaboration agreement is signed with TJAB, TJAB will offer the collaborator favorable policies in the aspects of common technology service, equipments, instruments  and facility rental.

TJAB collaborator may enjoy relevant policy from TEDA and TBNA for talents, projects and innovative enterprises.

A leading overseas talent who starts new business in the area will enjoy social security and children's attendance at nursery and school as per relevant municipal or state regulations if he works in the demonstration area for consecutive 3 years (each year exceeding 6 months). For those with outstanding contribution, Permanent Residence Permit can be granted as per relevant stipulations in Measures for the Administration of Examination and Approval of Aliens’ Permanent Residence in China (Decree No.74 promulgated by the Ministry of Public Security and the Ministry of Foreign Affairs, P.R.China).
